I sugest we look at Remington Hotsprings as a example of how to successfully keep a hotspring alive on forest service land. The principle agent to its success is a woman named Jenifer, she has worked closely with the forest service and created a functioning relationship with them. The forest service is involved in every decision i.e. pool construction, trail manitainence. She takes each addition to the forest service for approval, then when she gets the go ahead from them she and her volinteers do all the work and upkeep. Because of her hard work and efforts we now have a great place to go and the forest service has a trust in the hotsprings. A example of their mistrust of hotsprings one need look no further than Democrat or Dolangha (spelling could be wrong) where the forest service removed the pools and closed access.
