Agreed. The new JF4/JF3 route does not "replace" Moss Mill Rd. which was a short and convenient 2WD route.
The operator of the adjacent toll road concession illegally closed Moss Mill Rd. despite the fact that it was specified in the Federal Register to be the primary Juniper Flats/USFS connector until WEMO was finalized.
By accomodating the toll operator's demands, BLM has contributed to his enrichment. Visitors who formerly used Moss Mill Rd. are now pressured to use the toll road through Bowen Ranch because of the inadequacy of JF3/JF4 and acts of intimidation against those who choose to avoid the toll.
BLM has not presented valid rationale for the continued closure of Moss Mill Rd. The "17 year trespass" occupancy was resolved years ago and the buildings were razed. (BLM falsely claimed in previous rationale that there are no easements of record across Bowen/Moss Ranch.)
Although all other routes in the Juniper Subregion are reflected on WEMO maps, historic Moss Mill Rd. was erased from recent inventories to avoid public comment and opposition to its controversial closure.
In view of this, WEMO route planning to date has not been a fair and open public process.
