Hey I'm no botanist, but as far as I know Willows ARE native to California. Indians here depended on their flexible branches for many things, including the frames for their houses and for their acorn granaries. Also, I think straw is a decent erosion controller. The water runs off them and down, as opposed to being absorbed into the dirt. It's not a great solution, but better than nothing.
