I'd they that while "resonable access" might not include improving the road, it does include not supporting harassment of people legally using an open route. You've already said that Mike keeps certain people out and from what I've seen that means anybody he doesn't personally like whether they are using the Bowen Ranch access or a public route. That's not acceptable in my book and until BLM deals with the problem they have no credibility with me.
