Jona- Your question about a prescriptive easement was answered incorrectly. A "prescriptive easement" (you can look this up or call dept. of the interior for verification) is exactly what it sounds like. Written for a specific individual by prescription - just like a doctor would.Therefore the public would never have access to one.They are generally created when one piece of property sequesters another-necessitating some sort of access for the owner of the sequestered property.They are always written in a specific name or family name and are never for use by the general public.
