No Wizard, the cattle allotment has nothing to do with the OHV route network. Look for that route to remain open. It's been there for a long time. It originally accesed some mining prospects and there used to be the ruins of a cabin up that way.....now long gone. I remember seeing the old boards and foundation when I lived at Luna Vista back in the 70s.
Back then, the grazing allotment included the USFS lands as well. Los Flores Ranch held the lease then. Imagine waking up in the morining with a range bull in your yard! As interested parties who own property within the allotment, the BLM must notify me and my neighbors of any changes.
Call Anthony Chavez, the range management specialist at the BLM Barstow Field office with concerns or questions you have.
