The key to understanding the definition of a toll road in the context of Bowen Ranch is "passing over". For the $4.00 "toll" to be a toll, you would have to drive your car across and off the Bowen Ranch property to reach the Bowen Ranch Parking Lot on another property. Essentually "passing over" the Ranch. If the Bowen Ranch Parking Lot is on Ranch property as Willa Zoe says, then the $4.00 paid to Mike Cas_Troll would be a parking fee and not a "toll".
