The statement by the victim was displayed on the DCHS website and this is part of the statement:

"I have had no luck with the police on this. They did a very lousy, inconclusive investigation on this matter. And definitely need proper training. To them, I was a drunk rollover accident. In reality I was a victim of a 1. Hit & Run 2. Assaulted 3. Robbed 4. Because I didn't die "Attempted Murder" 5. The law didn't do their job! So far, all I've gotten as info on the investigation is that it was listed as a drunk roll over. I can't fathom how they came to the conclusion we were both thrown out of the Baja during the roll. My sunroof was to small either one of us to pass thru. We'd get hung up @ the waste area and rolling we'd be decapitated. When the CHP showed up there report said we were both laying next to the Baja. I was unconscious, hypothermic, fractured (multiple) had half-moon type bruising all over body. I was almost dead. I'm no rocket scientist, but, I do know via experience being thrown from a vehicle and landing on dirt surfaces DOESN'T create half-moon marks all over. It leaves bit knots, abrasions, eats flesh sometimes. I know people beaten w/ bats & clubs receive half moon impressions. The damage to my head alone could not be done by a rollover. These cops were pathetically ignorant. I've done a better job at gathering the truth & correct into on this incident. ON MY OWN and they're getting paid! These fuckers need to do their job correctly and do their job! If us citizens have to do it for the, we don't need them. They're useless. "

In speaking further to the victim yesterday on the phone, he said that in December of 1992 there was a news report about some people being arrested in the high desert for assault that was similar to his experience. So, he called up the Victorville Sheriff and asked them about these guys. He asked if they had taken fingerprints. The officer asked why and the victim told him that he had been similarly assaulted at El Mirage. The officer referred him to the CHP since they were first on the scene.

The victim called the CHP and asked them if they had taken fingerprints from the Baja Bug. They said no because it had been listed as a "drunk rollover". The victim told the CHP officer that their records were incorrect that he and his friend had been beaten. The officer said we sent an officer to interview you at the hospital and we couldn't find you. The victim said well I was a "John Doe" for several days. The victim asked him how did you think we got out of the vehicle? The officer said through the sunroof. The victim said if we had gotten out through the sunroof, we would have been decapitated. The victim said how do you think we got half-moon marks and bruises all over our bodies? The officer said well these could have been received during the crash from rocks. The victim said we were beaten with clubs and requested the CHP change their records to show the truth.

The victim called numerous times to get the records corrected without success. The victim asked his Uncle who used to work for the CHP about the problems he was having. The victim's Uncle told him that it happens all the time and that is why he left the force. The victim lived in Ventura County and finally gave up on the CHP. During the following years, the victim would have flashbacks about the beating remembering parts of what had happened. The victim met Nancy Bates in 1996 and in 1997 when helping her with her paperwork about the death of her husband, he noticed the name David Boyer. This triggered his memory about the incident and the names used. Then he saw the name Mike and it all clicked. The memory about the names that the people said during the beating came back to him.

Laughing Bear shed light on a question that Katrina was wondering herself about the obligation of the medical professionals to report crimes when they become known. Why didn't the hospital staff report this crime? Why didn't the CHP correct their records and investigate? I don't know why. Katrina is telling the truth about these incidents and displayed documents, evidence and the victim's own statements on the DCHS, Inc. website for all to see and develop their own opinions. First I received the handwritten statement from the victim and his medical records. Years later I did a request to the BLM under the Freedom of Information Act and received the Incident Report which did confirm the victim's story that the BLM had decided that the incident was a "drunk rollover". The victim and Nancy Bates both lived in Ventura County at the time that they met and it is a coincidence, however, this is how it really happened. The victim will eventually testify in court about this incident and how he came to realize that the people involved were Mike Castro and David Boyer.

I can say that based on documents, evidence, court records, news articles and personal witness by a retired San Bernardino County Sheriff that certain members of the Sheriff's Department selectively enforce the law, coverup serious crimes, are involved in criminal activities themselves and are corrupt.
