It's the timing that's being questioned. Why would Mike Castro, who is know for being on top of everything happening around Bowen Ranch, take such an incredible amount of time to report the car? A car sitting there means the driver didn't return. That's a good indication that someone is in trouble and in my opinion Mike had a moral (if not legal) obligation to take timely action.
