I understand exactly what you are saying, he is a loon. I'm curious what the reaction of the police chief would be if you went in and had a conversation about Wild Bill Hickock every time he did something like that. Seems like you need to put the PD on notice of his criminal activities otherwise they'll claim ignorance when something bad happens, and just try to prove them to be lying. If he points guns at your vehicle, have a video camera pointing his way every time you go in while you narrate what you are doing. Everyone has a right to not be assaulted, and when you boil it down, that's really the only reason a police force exists - to ensure the bully or the crazy is punished when he assaults you (cops can't "protect", they only catch bad guys after the fact). Municipalities have turned their PD's into tax collectors by making them skulk in the weeds to hand out tickets for speeding and other stupid $hit like pot. Good luck.
