A documented pattern of harassment and retaliation is grounds for a civil lawsuit. Small claims court allows for a judgement of $5000 per plaintiff. (you, your wife, your neighbor, his wife, the equestrian.... thats a possible $25000 judgement) This method has been used with great success against landords who rent to nuisance neighbors and druggies and as far as I know, not one court case has been lost. No lawyers in small claims, just you and your evidence and the respondents ability to counter your claims. Kinda hard to deny a problem when the documentation is there.
