This is the investigation report number for the investigation completed by the inspector general of the Department of Agriculture concerning the access to Deep Creek through Bowen Ranch.

We decided to go through the Department of Agriculture Inspector General as a staff member of the Department of Interior Inspector General (which is over the BLM) advised me that they were underfunded and ineffective.

The Forest Service also has a responsibility to the public with regard to Deep Creek access. After all, the public is attempting to access the hotsprings which is on USFS land.

If you would like to pursue this investigation report which was completed in January 2001, I think you would find it of great interest and very helpful in your investigation of Ranger Nelson. We submitted over 100 exhibits to the Inspector General, many of those documents mentioned Ranger Nelson and of course, Mike Castro. In addition, some of the exhibits included information on law enforcement activities during the Willow Fire closure.

I think the investigation report addressing all the allegations made in the complaint would be very enlightening for us all.
