Ex-BLM Area Manager Tim Read put Ranger Nelson in charge of the Juniper Flats BAER (Burned Area Emergency Recovery) effort. Does this mean that when the (rogue) OHV volunteers "burned" J1299 trail through the "wing Fence" near Cottonwood Springs they were permitted/ordered to do so by the "authorized Officer"? Are many of the problems complained of by FOJF really the result of deliberate mismanagement by BLM and not because we need new "tougher" laws?
Federal regulations prohibit using BAER funds to pay for law enforcement.
