Good point Katrina. The USFS is able to issue citations to vehicles parked on public lands but those parked at the private Bowen Ranch are "secure" from enforcement since they paid for "camping". In reality, Mike Castro is collecting $5 a head for each illegal camper at the hot springs that accesses through his property.
