What about the people (Bowen Ranch Toll Payers) that are already at the springs, camping illegally, when Mike Castro closes "his gate at sundown"?
Maybe Mike Castro should be required by the USFS to go down to the Hot Springs and chase out all his "Toll Payers" or be cited for his permitees' misconduct?
