In 1993, a citizen requested all documents relating to Mike Castro and Fred Moss within the BLM files. The BLM advised this information was extensive and involved several different offices and would cost $7,505.00. The citizen did not have that sum of money available to obtain these documents.
In further FOIA requests, I was able to determine that the BLM records concerning Mike Castro accumulate to the tune of $200.00 + per year.
There allegedly is a way to obtain documents at no cost if you can prove that the documents will be dessiminated to the public and are for a compelling public interest.
I believe that there is documentation to prove that there is a compelling public interest. Create a website to display these documents that will meet the requirement of dessiminating the documents to the public.
The process is arduous and the BLM will do their best to not give you the documents. I would suggest that you correspond through Congressman Jerry Lewis' Office like I did. You will get further that way.
