serenitynow,
You have asked and raised several issues and questions. I do not pretend to know them all, but I'll try by starting from the beginning.
First of all - planting non- native plants in the national forest is illeagle, and may be removed. I do not wish to dim your giving spirit, but that is the law. If they catch you you may be fined.
I have met the tree man several times and reconize him to be a good friend of the forest. He lives in the area and does not want to be reconized for his deeds. Because he does not want any trouble from the U.S.Forest Service. I can tell from my conversations with him that he is a very intelligent and giving person. Perhaps you should learn for him?
Mike Castro used to lease the Bowen ranch. He made enough money to by the land from the supposed to be owner. And now he is the supposed to be owner. The last time I talked to him about it he told me " the only way to get him leave was to kill him."
The BLM is not in control of dchs but one must cross their or our territory to access the national forest. And it is sad that all one can do to get some action from a Bunch of Lazy Men (BLM) is sue them. I guess that is nature.
You must use force to force action.
I hope this helps you understand, thanks for careing.
I am glad to help.
