It entirely due to the amount of traffic my webserver is getting vs. the small bandwidth it has to send the replies out.

If you are going to run windows, not using IE is good. I've heard some very positive reports about Firefox and my logs show that a lot of people have switched to it.

I drove around yesterday and I can definately tell you that Deep Creek isn't the only place getting hammered. In San Gabriel Canyon water is flowing over the spillway of the lower dam and the upper dam may do it soon.
