I'm sure that the fact that fires have not been allowed to burn out the sick and weaker trees has helped result in this bark beetle plague. The forest is unhealthy - not just in San Bernadino but all over the west. In the Sierras, most of the forests I hike in are overgrown and sickly. Our land management system has been a total disaster. Rather than banning people from the forests, they need to let the disastrous fires burn and take steps to clear the areas around human population centers. After a few decades and a few fires, our forests will hopefully return to their healthy pre-Euro invasion condition.
