I wonder how this might affect Bowen Ranch legally. It's been my understanding that Bowen Ranch was just operating a toll road. At first people drove across Bowen Ranch to the forest service road to park.After the fence was put up, people still only drove across Bowen Ranch and parked on someone else's private property. Now people using Bowen Ranch have to park on his property, so now instead of operating a toll road, he is charging people to park.
