I personally have no problem if people ride their ATVs/ORVs in legal, designated areas, but they have no legal right to ride in prohibited areas. Unfortunately, the BLM and Forest Service don't have sufficient enforcement personnel to go after these illegal riders.
Best thing anyone can do if they see someone on an ATV/ORV in a prohibited area is to write down a description or take a picture of the offender and send it to the USFS ranger or BLM ranger.
