Wizard, I don't know about Apple Valley or Hesperia laws, but here in San Diego we have a pretty strong noise abatement ordinance. Many of my friends have filed complaints about excess noise, usually from barking dogs or frequent ongoing loud parties with bands. The police do come out and check every complaint, and they will shut noise violators down. The one thing I'm not sure about is the hours of enforcement -but I think my friend said that it pertains to nightime hours like 9 PM -6AM. I'm sure you'll be able to find out about your local ordinances. That must be a true pain listening to those loud bikes...
