In today's hearing, it was revealed that there are two spillways out of Papoose Dam, only one was approved by the State Water Resources Control Board. It appears that this diversion of water was not legal and would have diverted water that should have gone into Deep Creek.

In addition, there were allegations of forged documents being presented as evidence to the Board.

The establishment of the San Bernardino National Forest Reserve in 1893 was put on the record. Once the National Forest Reserve was in place, no one could build unless they owned private property prior to 1893 or received a lease from the Forest Service and permission to build. It was alleged that there was only 800 acres of private land that could be developed legally around Lake Arrowhead.

The County has been approving housing tract after housing tract in the area without regard to the insufficient water supply or the restrictions placed by the National Forest Reserve.

This is only the beginning of revelations about Lake Arrowhead.
