It's also likely that the some of the "seasoned" rangers took newer rangers down to the springs as a training session to "show them the ropes" regarding Forest Service rules and enforcement. Frankly, I rather see rangers more often than not at all. It's also been great that DCV have such a good working relationship and communication with the USFS.
