BLM is under Department of Interior, not Department of Agriculture. (Not that they have not likely also suffered cuts.)
You ask some good questions. The public planning effort that preceded WEMO raised the same issues. Discounting of that comprehensive effort along with other actions key to the illegal creation of J1299 after the Willow Fire may be under scrutiny.
