BLM Law Enforcement is understaffed and underfunded. The result is a law enforcement arm that cannot enforce the single-track OHV trails. A roundtable with the OHV community should have been a part of WEMO. Our invitation to participate came too late. We need some answers and a real plan. Only then should these single-track routes be put on paper.
Because it is shorthanded, BLM Law Enforcement should recognize the importance of maintaining a cooperative relationship with residents, environmental interests and recreational user groups.
The Barstow BLM office should be working with the local community through a resource manager and a recreational manager to form policy. Do those persons ever leave their desks? Do they have any idea who or what is out here? Have either of these individuals been introduced to the public or participated in this planning process in any way? Exactly what are they being paid for? What does the term "management" mean to these public servants?
My frustration increases from Barstow's assigment of a sole BLM interface to Juniper Flats who seems invested in maintaining adversarial relationships.
