The fence is clearly intended to force use of the route around Bowen Ranch by detering shortcuts.
It is part of the Moss Mill Rd. closure.
Ranger Nelson is opposed to all fences because he says that they are ineffective and illegal.
However, if a ranger says that "if anyone touches my fence, everyone will pay", it suddenly becomes an effective barrier. Strange how law enforcement seems to have an effect on lawlessness.
When you are playing favorites, I guess all the rules go out the window.
