Unfortunatly for the tortoises that do inhabit Juniper Flats, the "experts" claim there are none there despite locals showing them an active den. The FSWS recognizes the detrimental effect of OHV use upon the declining population elsewhere. The Juniper Flats population is on the edge of extinction.
