BLM (March 29, 2002) Instructional Memorandum No. 2002-136
(subject: Personal Safety of Non-Law Enforcement Employees and Volunteers, and Homeland Defense) specifically forbids the use of non-law enforcement employees and volunteers performing law enforcement.
[2. Volunteers must not engage in law enforcement duties. The Federal Land Policy and Management Act (FLPMA) of 1976 ...provided:
In accepting such services of individuals as volunteers, the Secretary shall not permit the use of volunteers in hazardous duty or law enforcement work...]
