There is a natural lag in time. It takes a while for the water to flow from the upper reaches of Deep Creek down to the Mojave Dam.So yeah, it could be raining, and the water level will not rise until the rainwater travels downstream from the upper reaches. In any event, it will be difficult to cross the creek for a while. Not recommended to hit the springs yet.....
