In terms of trash, I think what juliankaye was stating is that there is no permanent solution. Fines are not a deterrent if rarely enforced ... and it's obvious nobody cares about signs there otherwise they would not be camping. Personally I think if there was enforcement, a better solution if someone is caught is have them service the area. Pick up one full bag of garbage while wearing a "I'm picking up trash because I was caught littering t-shirt".
