Bowen Ranch is private property. It is not a BLM camp site, it is not BLM developed land, and it is not an ORV open area. The anti-nudity clarification recently by the BLM was put in place to crack down on biker girls taking off their tops at ORV areas, as I read the news on this, specifically in the Salton Sea/Imperial Valley area. Too bad on the crackdown, but that is what the ordinance is about. Yes, they also don't want nudity in established BLM campgrounds. But on federal undeveloped land: you can be nude. There are no laws against nudity on such public lands. Can we put this to rest now? There is only one area in the Deep Creek area that the authorities have clarified they don't want public nudity, the T6 crossing. That is not on the Bowen Ranch trail.

You can camp nude at Bowen Ranch. It is private property and the owner supports nude use of the area. You can hike nude to the springs on the Bowen Ranch trail, even if a small tiny section of it is not just in the San Bernadino National Forest (nude hiking in undeveloped areas OK), but on BLM managed land (nude hiking in undeveloped areas OK). Why is this issue coming up at all?
