Joe- since you don't know anything about highway engineering and funding constraints, let me enlighten you. Those "undulations" are called dip sections and exist because the highway follows the natural topography. Many highways have dip sections. They are normally not a problem. Occasionally dip sections are leveled out by tearing out the appropriate highway sections, placing fill to level out the area, then rebuilding the structural section. This is a very expensive repair, and usually not cost effective, especially given the lack of funding Caltrans currently is experiencing.

Same holds true for curves. They can be straightened in some instances but they have to violate several safety and site distance criteria.
