OH ! Yes you have a right to have a trial in a kangaroo court by a prejudice judge who gets a pay check from the same place as the ranger (tax collector). The rules are changable by orders like the one posted above. It is impossable to know what all of them are. And most of them are interpeded the way the prejudgediced judge wishes.
Hitler used similar rules to corral the Jews in Europe.

I was recently convicted of illegal camping.
Two miles from any thing.
The judge ruled that the six thousand year old trail I camped near was an improvement. Making it illegal to camp there. As the law says it is illegal to camp near an improvement. The three rangers (tax collectors) I saw while camping there before said it was cool to camp there. I had camped there 100 times before that tax collector arrived.
