No war needed Jobe. Just some good education and penalties for the bad apples. As the sport of offroading grows, so does the number of bad actors. This ordinance targets the illegal trespassers and repetative nusiance riders in quiet rural neighborhoods while encouraging use of public OHV areas. It's a good neighbor policy that is complaint generated. There has to be a reportable problem for there to be a response. If the OHV community were more respectful of private properties and neighbors, there would be no need for this legislation.
