well, its clear to me that its really a fee increase, since there is talk of making new signs for fees, because if you eliminate fees where no one goes and create them where people do go, you can still make it look like your "waiving fee requirements in most of the area" yet still take the public for more money.
it seems from the article dchs was forgotten in the list of high impact areas.... ill leave others to comment on whether that is good; besides the obvious that now we no longer need adventure passes to park in some areas closeby to dchs and therefore save money, do people think dchs also forgotten in terms of money for road/trail upkeep, enforcement, etc?
