i think ki is taking about the crossroads colonies project in upland, whose developers have sued san bernardino, saying that they dont have the right to make them pay for the flood control improvements. the developers are winning so far but it is on appeal as i understand. the tab is 25 million. but ki, this fiscal year san bernardino is going to get twice as much money as it did last year in property tax revenue, from 161 million to 320 million. even with the corruption, next year there is money to go around our county. so, if you want a bridge, which is desparately needed, letters need to be written to the board of supervisors so they are aware of the problem.

and not just one letter.... i think for them to even consider the bridge they would need to receive at least a couple hundred different complaints.

from page 6 of san bernardino county's proposed 2005-06 budget, verbatim:

"In conclusion, the revised financing plan is projected to have unallocated discresionary ongoing revenues of $17.1 million in general fund and unallocated one-time revenues of $43.9 million (19.2 million in general fund, 8.8 million in Prop 172, and 15.9 million in other). "

While replacing the road with a bridge would fall under the Capital Improvement Projects line in the budget, and not in the general fund, the sheer amount of extra discresionary funds leads me to believe that enough letters could convince the supervisors to shift an extra $2 million from the general fund, one time surplus, to extra funding for the CIP program, with the money specifically to be used on replacing rock springs road with a bridge. The first 2005-06 budget had $3.5 million for CIP projects. The new proposed budget has already increased that to $7.855 million with no designation as to which projects would be given priority. Even with an extra 2 it would still be under 10, and then the road wouldnt wash out.
