Back in the early 90's when I lived in the area I came into contact with Brad Burns ( of the Forest Service ) often. He retired @ 1 year ago but then he was the top dog. I discussed your question with him. He told me that if they actually carried a through pass they gave them the benifit of a dobt. As long as they were polite and respectful they did not ticket them. He said 'through hikers are almost always very respectful and nature wise.' And he would know, back then they went to the springs more than once per month.
I do not know who the new top dog is but, I hope he/she is as smart as Brad was.
