JB, you can walk anywhere in the BLM territory and the Forestry lands also. These area's were closed for a time after the Willow Fire but have reopened. You can park at the Bowen Ranch and hike form there which most people do, or you can access open public routes to get to the Forestry parking lot south of the Bowen Ranch. Do not drive off of designated routes or you may be fined. If you are unfamiliar with the area its best if you park at the Bowen Ranch and try to find some other visitors who are heading to the springs to follow. The Bowen Ranch also has a map to the springs.
