I agree with Paul on this. Camping at the Springs is illegal and "All" who break thats law should be punished. I have camped off the fire road to the spring, well over a mile away from the springs, and hiked down in the morning.
I remember back to my first visit to DCHS when I parked on Mike's property and him telling me that it was illegal to camp down at the springs and that the Rangers will cite those who do, but should I want to he told me to hike down the PCT or up and find a nice spot to camp at. I have often wanted to camp down at the springs but I always tell myself that it will be my luck that the one time I do the Rangers will come by. Thinking this has kept me from camping at the springs and instead back at my spot over a mile away.
Also it was on April 6th that I last was at the springs and on my way in a saw 4 or 5 groups hiking out with packs and sleeping bags on my way in from the DCHS trail head. Also when I was leaving I saw a few more groups coming back down with packs. The Rangers did however do a fly by in there chopper, sucked because the campers took their tents down. Had they of been up I'm sure the Rangers might of tried to come down and have a word with them.
