There was an article in the paper @ 6 months ago where Brad Metzfelt (the areas county supervisor) stated they were seeking some of the stimulus money to get the project completed. So the short answer is China.
This bridge will make D. C. H. S. much more easier to get to for us who live in Hesperia. Or for those of us who use Main Street to get into that area during the rainy season. And take much of the traffic hassle off of Bear Valley Road for everyone else.
