Desert dude,
The legimate excuse is called a paycheck justification. They get paychecks and have to document their concern and the paper work documents their make believe concerns.
Even Superman could not get close to doing their impossable task.
Lets see they must;
Stop illegal off roading.
Stop soil erosion.
Protect the environment
Protect numerous endangered species.
Stop illegal drug use.
Carry guns and do law enforcment.
Do scientific research and recovery.
Be land auctioneers and real estate sales persons.
Contract services.
Create and implement laws.
Maintain a kangaroo court system.
Hire lawyers and english majors to create documents.
Be able to leap tall buildings and a myriad of other task. With a few hundred officials per state.
The problem is they are caught in an impossible conundrum. A quagmire of government bureaucratic red tape.
The three branches of our government has deligated these task to them with a limited bank account. In order to shrug responsibilty while appearing to care.
I read a book a few years ago called "the death of common sense." The author kept saying that it was his opinion that any one who drew a government pay check was an idiot. When you think about the B.L.M. and Forest service he is right.
So in summation, as long as they get paychecks history will repeat itself , repeat itself. The only way to change the situation would be to change the dynamics of the problem, money. Not likely as long as lawyers are involved.
