This is the West Mojave Proposed Management Plan that you are describing. I thought it was dead! Appendix 'O' still leaves a bad taste in my mouth when I think of it. "Enviornmental Grant Easements" through the local city and county governments in the West Mojave as I recall. The enviornmental impact statements
were pretty bogus too, especially their use of the term "riparian
area". And if their still blaming the looting and destruction of
the primitive man sites on the public, I hope someone is there to remind them that they got paid big bucks from the public to build protective berms ect. to protect them, and they did not, and their just using it as an excuse to steal tax booty and close off more land. Perhaps another motorcycle race could do as much.
