Mikki, you are absolutely incorrect. Lifeguards are posted at Blacks Beach from Memorial Day to Labor Day. Their hours are 9AM- 6:30 PM. They patrol the entire beach from the mushroom house at the south end towards Scripps Pier to the Flat Rock on the north end. This beach falls under the jurisdiction of both City of San Diego and the State of California. The lifeguards do a variety of things besides saving drowning people. They also watch for people who attempt to come down the cliff off the designated paths. In my many years of going to Blacks, I've seen hundreds of cliff rescues and ocean lifesaving rescues performed by the lifeguards. The life guards DO NOT ENFORCE nudity. They basically are instructed to ignore nude sunbathers, however, they will write citations for overt sexual activity, which happens all the time at Blacks.
