It would depend on the type of bike you have. If it's something along the lines of a BMW GS or similar then you're fine pretty much anywhere in those hills. It's all about the tires :-) Unfortunately we don't get much snow out here to justify it unless you live at higher elevations, but in the harshest winter conditions, the right tires make all the difference no matter what the car. What's interesting is that I know of at least one case where the injection site caused permanent discoloration. Technically the stuff contains dead compounds but the strains are becoming more complex each year and so are the vaccines. The concern is are they thoroughly testing these. There are two types of permits, one is long distance and the other for shorter distances. I agree with Paul, those people are the minority or non-existent, and if they are truly hiking the trail, they are not carrying a lot of stuff that would ultimately turn into garbage. The only ones I was able to visit on my last trip was in the Hakone region, very quick from Tokyo via the bullet train. We did a few other touristy things while there as well. They literally have thousands of hot springs though dating back thousands of years. You could spend years soaking.
