Ive been there quite a few times. People do camp by the river, but I wouldn't recommend it. One time I was hiking along the river across from there at Goldstrike Canyon. Water level was low when I started, but Hoover Dam does release water often, and I actually had to swim back to my starting point, so it may be better to camp away from the river, although I'm not sure about the rules and restrictions.
