The BLM does not provide adequate law enforcement patrols for the area and actually appears to have volunteers who are setting a bad example and creating conflict by creating new trails instead of staying on the existing trails which have been approved by the authorized officer at the BLM.
Laughingbear talks about "stronger laws", however the certain "individuals" he refers to are agents "volunteers" of the very federal department with the authority to enforce those "stronger laws" sanctions.
Instead of pushing for stronger laws and giving the BLM additional management power (which is what they want), LaughingBear and FOJF should push for enforcement of the already existing laws. In addition, go after the fact that the BLM did not have adequate public process when they made the decision to open J1299 for OHV use.
