I would say you should expect privacy (about not being photographed without your permission) ... but whether you get that is another thing altogether. Sometimes the people (I use that term loosely) that visit DCHS are not the best characters. A lot of them are really friendly and respectful but others don't really care about your rights and have very few morals.
Personally, I don't really care .... I mean, I'm not doing anything wrong and if someone wants to look at a picture of me and they think they are getting their jolly's - well, then they have a problem, not me!
I did see at the end of that article that Australia had applied their law to women bathing topless at a public beach. There's hope that our law will be applied similiarly here.
