Looks like SBNF doesn't consider the situation all that serious yet:

The Angeles National Forest and Cleveland National Forest entered the "Extreme" Fire Restriction Level on Monday September 27, 2004. The San Bernardino National Forest is remaining at the "Very High" Fire Restriction Level at this time.
