Actually, the boundary of the "wilderness" could be extended into the area managed by the BLM.
In the 1995 proposed management plan, the BLM were attempting to designate the area as an ACEC (Area of Critical Environmental Concern). If this had been successful, the BLM would have had the power to make these decisions without public input or oversight.
The 1995 proposed plan discussed having the northern boundary of the ACEC end at Tussing Ranch Road and having a central parking lot for accessing the area. Now, where would a central parking lot be located with the southern boundary being the Forest Service boundary and the northern boundary being Tussing Ranch Road?
Based on these parameters, the central parking lot would have located at the village. If this plan had been passed, we may have found ourselves hiking to the hotsprings from the Village.
